History of ICOF In the early 1990s the Minister of Family Services established a working group to look at ways of improving supports available to Manitobans with intellectual disabilities.  As a result of the working group’s discussions, ICOF was developed.  Fifteen individuals became the first to receive ICOF funding in the mid 1990’s!  At that time ICOF was a pilot project. As of September, 2010, 63 individuals receive ICOF funding throughout Manitoba.  In the Company of Friends is now an option available to individuals in every region of the province.
